For estimators and quantity surveyors
Turn a BOQ PDF into one Excel sheet that ties out to the tender
Upload the Bill of Quantities from your tender. Every item line (item no., description, unit, quantity, and rate and amount where priced) lands in one sheet, and each section's subtotal is checked against the figure printed in the document, so you know the sheet has the same items and totals as the PDF before you price from it.
Free 1 file per day, up to 10 pages, no account. Pro takes files up to 150 pages. Plans and limits
A markdown table, or cells copied from Excel. The first row needs column titles such as Item, Description, Unit, Qty, Rate, Amount. Pasted rows are read in your browser: nothing is uploaded and none of the free allowance is used.

What a BOQ-to-Excel check proves
- BOQ to Excel, with a tie-out
- Reading every item line of a Bill of Quantities PDF into one spreadsheet, then proving the sheet is complete by checking its item count and section totals against the subtotals printed in the tender.
A Bill of Quantities (BOQ) lists the work in a tender as numbered items, each with a unit and a quantity. The contractor adds a rate to each line and the amounts add up to the tender sum. It arrives as a PDF of fifty to three hundred pages, and pricing it means getting every line into Excel without losing one or counting one twice.
The risk is not typing speed. It is the wrapped description that turns into two items, the page that gets skipped, the "Carried to Collection" line that gets treated as work and the unit that falls off a quantity. Any of them gives you a pricing sheet that looks complete and is not. The tie-out is how you find out before the tender goes in.
In the civil works sample above, 22 items in 3 sections come out with 6 of 6 printed subtotals tying and a grand total of £283,754.20. The MEP sample is an unpriced tender copy: 22 items, a provisional sum and one duplicated item number, flagged for you to look at.
Step by step
From tender PDF to a sheet you can price
-
Add the BOQ
Drop the tender's Bill of Quantities PDF on the card above. 1 file a day is free for up to 10 pages with no account. No file to hand? Run a sample, or paste rows copied from a spreadsheet.
-
Let it read the bill
Every table is read page by page. Wrapped descriptions are joined to their item, repeated column headings are skipped, section headings are picked up and "Carried to Collection" rows are set aside as checkpoints rather than counted as work.
-
Read the tie-out
Four figures sit above the results: items extracted, amounts that add up, subtotals checked and flags raised. The navigator on the left lists the sections, each with a status chip, so you can jump to the one that does not agree.
-
Open what is flagged
A red variance, a duplicated item number, a quantity with no unit or an amount that is not quantity times rate each point to a specific line or page. Compare with the PDF and fix the sheet, not the tender.
-
Download and price
Take the Items CSV, the Sections CSV or the Excel workbook. In the workbook, blank amounts are formulas, so entering a rate fills the amount, and the Sections sheet re-adds each section as you go.
The output
What is in the sheet
One row per item, nine columns, in document order. The same layout is available as a blank BOQ template.
| Column | What it holds | Example |
|---|---|---|
section | The bill, part or heading the line sits under. Carried onto every item below the heading. | 2.0 CONCRETE |
item_no | The reference printed in the tender: A, B, 1.1, 2.3.4, A.1. Kept as text so 1.10 stays 1.10. | C |
description | The full item text. Lines that wrap over several rows in the PDF are joined into one cell. | Reinforced concrete grade C32/40 in ground beams, including construction joints |
unit | Unit of measurement, normalised: m, m2, m3, nr, kg, t, item, sum, ls, %, hr, day, lm. | m3 |
quantity | The quantity measured by the quantity surveyor. Plain number, no thousands separator. | 64 |
rate | Your unit rate. Blank in an unpriced tender copy; fill it in when you price. | 128.5 |
amount | Quantity x rate. Printed amounts are kept as printed; blank amounts become a formula in the XLSX. | 8224 |
tags | Flags for lines that need different handling: provisional-sum, prime-cost, rate-only, included, extra-over. | extra-over |
page | Source page, filled when the converted text carries page breaks. Blank otherwise. | 3 |

Re-typing, a generic converter, or a bill-aware check
| What you need | Re-typing by hand | Generic PDF-to-Excel | BOQ Estimator |
|---|---|---|---|
| Item count matches the document | Only if both are counted by hand. Wrapped lines and repeated page headers are where it slips. | Not checked. Wrapped lines often become extra rows and header rows repeat in the data. | Wrapped descriptions are joined, repeated headers skipped, and the count is shown for every section. |
| "Carried to Collection" subtotals | Re-added page by page on a calculator. | Come through as ordinary rows, or are lost. Never compared. | Each stated subtotal is compared with the items above it. The variance is shown in red. |
| Section headings | Typed as separate rows; easy to leave out. | Sit between tables and usually disappear. | Detected from heading rows and from lines between tables, then carried onto every item as a Section column. |
| Provisional sums, PC sums, rate only | Remembered from the preambles, or not. | Look like any other row. | Tagged so they can be filtered and priced on purpose. |
| Quantities like "125 m²" or "1.250,50" | Retyped, with unit and number separated by hand. | Often arrive as text and need cleaning. | Unit split from the quantity; thousands separators and decimal commas handled. |
| What you can rely on | Your own checking. | Nothing in the output says whether it is complete. | A tie-out per section and for the whole document, and flags that lead to an item or a page. |
Generic converters are fine for plain tables. A BOQ is a bill with structure, so the structure is what gets checked here. Pro takes files up to 150 pages; see plans and limits.

FAQ
Questions estimators ask
What does "ties out to the tender" mean?
Most BOQs print a running subtotal at the foot of each page or section: "Carried to Collection", "Carried forward", "Page total". The converter adds up the amounts it extracted since the previous subtotal and compares the result with the figure printed in the document. If the two agree it shows the checkpoint as tying; if they do not, it shows the difference in red so you know which page to open.
Item count, quantity totals per unit and amount totals per section are shown for every section as well. On an unpriced tender copy there are no amounts to compare, so the checks that remain are item count, duplicated item numbers and quantities without a unit.
Which column headings does it recognise?
Item, Ref, No. or Item No. for the reference; Description or Particulars; Unit or UoM; Qty or Quantity; Rate or Unit rate; Amount, Total or Sum. Currency marks in a heading such as "(£)" are ignored, and a second header line on the next page is skipped rather than read as an item.
If a table has no usable header row, the columns are worked out from what the cells contain, and a flag tells you that the mapping was inferred so you can check it.
What happens when a description wraps over several lines or onto the next page?
A row that has no item number and no quantity is treated as the continuation of the description above it and is joined to it, including across a page break. It is not counted as an item. Counting wrapped lines as items is the usual reason a hand-typed or generic-converter sheet disagrees with the document on item count.
How are provisional sums, prime cost sums and "rate only" items handled?
They stay in the sheet as ordinary items and carry a tag: provisional-sum, prime-cost, rate-only, included or extra-over. A provisional sum keeps its stated amount, a rate-only line keeps its blank quantity and an "Included" line keeps its place in the order. Filter the Tags column when you want to price them separately or leave them out of a subtotal on purpose.
Can it read an unpriced tender BOQ?
Yes. Most tender copies arrive with the Rate and Amount columns empty. The Excel file leaves the rate cells blank and sets each Amount cell to Quantity x Rate, so the sheet totals itself as you price. The Sections sheet adds up your amounts per section and shows the difference from the document's stated collection figure where the document prints one.
Does it change any of my numbers?
No. Quantities, rates and amounts are exported as read from the document. Where something looks wrong, such as an amount that is not quantity times rate to within 0.5%, a quantity with no unit, or an item number used twice, the item gets a flag and stays exactly as printed. Deciding what to do about it is your call.
How many pages can I convert, and what does it cost?
Free: 1 file per day, up to 10 pages, no account. Pro is $99 a month for 60 BOQs a month and files up to 150 pages. Team is $249 a month for 5 seats and 250 BOQs a month. A paid plan arrives as a page code by email, holding the month's files counted in pages (60 x 150 = 9,000 on Pro, 250 x 150 = 37,500 on Team); unused pages roll over and never expire.
A 300-page tender is over the current 150-page cap, so split it at a bill or section boundary and convert the parts. Each part ties out on its own. See plans and limits.
What happens to the file I upload?
Files are processed in memory and deleted after conversion. Pages that need a second look may be sent to Google's Gemini API for a vision check, and under Google's terms that data can be retained for up to 55 days. Uploads are not used to train models. The privacy page lists the sub-processors. Samples and pasted rows are read in your browser and never uploaded.
Can it convert a scanned BOQ?
Scanned pages are read with text recognition on the server, and the result says when a file needed it. Misread digits are the main risk with scans, which is why the subtotal check matters more there: a wrong digit usually surfaces as a variance at the next "carried to collection". Open the page behind any red row before you price from it.
Can I submit the converted sheet as my tender return?
Treat it as your working sheet. Most tender instructions require prices to be entered in the BOQ as issued, with the same item order, numbers and layout, so copy your rates back into the issued document or the tender spreadsheet if one was provided. The converter does not replace the issued document and it does not measure anything.
